No Muslim would ever recognize the present Saudi Kingdom as Khilafah in the Islamic sense.<\/p>\n<p>4. Therefore I understand the term Khilafa in the hadith to refer &#8211; not to the authentic Khilafah (&#8216;ala minhaj al-Nabuwwah) &#8211; but rather to a ruler.
